The bill, filed as HB 751 on April 2 during the 2025 regular session, was formally listed with the short title: ‘Uniform Energy Rates for Seasonal Service.’

In essence, the bill requires certain electric public utilities serving at least 150,000 retail customers in North Carolina to offer uniform energy rates for seasonal or intermittent service statewide. These utilities must have an existing rate schedule for such services in part of their service area and are mandated to file an application for a rate case by Sept. 1, 2025, to extend this schedule to all eligible customers within the state. The effective date of this act is when it becomes law, aiming to standardize seasonal service rates across the entire service area of applicable utilities.
