A new bill filed by State Rep. Moss seeks to mandate a study on North Carolina’s energy market to evaluate competition, environmental impact, and potential reforms, according to the North Carolina State House.

The bill, filed as HB 745 on April 2 during the 2025 regular session, was formally listed with the short title: ‘Fair Competition Study Act.’
