A new bill filed by Sen. McInnis in the North Carolina Senate seeks to provide Moore County Schools flexibility to set a school year schedule that aligns with the community college’s calendar, according to the North Carolina State Senate.

The bill, filed as SB 100 on Feb. 13 during the 2025 regular session, was formally listed with the short title: ‘SchCalFlex/Moore/CC.’

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill allows Moore County Schools to align their academic calendar with Sandhills Community College’s calendar, providing flexibility from the state-mandated opening and closing dates for public schools. This adjustment permits the local board of education to set a school year schedule that better aligns with the community college’s calendar, starting as early as the 2025-26 school year. The current state law, which restricts opening and closing dates for students to the Monday closest to August 26 and the Friday closest to June 11, will not apply to Moore County Schools, thereby enabling greater synchronization between local educational institutions. The act is effective immediately upon becoming law.

Mcinnis proposed another two bills during the 2025 regular session.

Bills in North Carolina follow a multi-step process before becoming law. A lawmaker starts by filing a bill, which is assigned to a committee for review. The bill must be read three times in each chamber. If one chamber changes the bill after the other passes it, both must agree on the final version. Once both chambers approve the same bill, it goes to the governor, who has 10 days (or 30 if the legislature is not in session) to sign, veto, or let it become law without a signature.

Mclnnis, a Republican, was elected to the North Carolina State Senate in 2023 to represent the state’s 21st Senate district, replacing previous state senator Ben Clark.
